The State Duma will discuss the legal status of mining in Russia

Viacheslav Volodin instructed to create a working group in the State Duma to discuss issues of legal regulation of the circulation of cryptocurrencies.

At the plenary session on Thursday, the firstDeputy Chairman of the Committee on Security and Anti-Corruption Andrey Lugovoi proposed to legalize mining in order to clearly define its legal status, taxation and control methods.

According to him, since the approval of the laws on CFA, the topic of regulating cryptocurrencies has not been raised. Over these 1.5 years, the mining industry has reached a new level, but inher relationship still has many unresolvedissues and controversies regarding control by law enforcement agencies, which, due to the lack of norms for the circulation of digital assets, often cannot take the necessary measures.

“We need to decide on taxationBitcoin mining, primarily by individuals who use state-subsidized cheap electricity for this,” –  said Andrei Lugovoi.

The MP believes that legislators needeither completely prohibit this activity, or legalize. At the same time, he does not imagine how in practice it is possible to fully implement the first option, taking into account the fact that production takes place in the digital space. According to Lugovoi, everyone will benefit from legalization: citizens, the state and entrepreneurs.

After listening to the speaker, Chairman of the State Duma Viacheslav Volodin instructed his deputy to create an inter-committee working group to discuss the issue of cryptocurrency circulation.

Recall that last year, State Duma deputies proposed to introduce criminal liability for illegal circulation of cryptocurrencies.
