Roskomnadzor's two-year crusade against Telegram ended with the lifting of access restrictions to the messengerTelegram in the country.

Roskomnadzor published an official statement on the website about the lifting of requirements for restricting access to the Telegram messenger.

The confrontation between the Russian regulator andTelegram began in April 2018 after the decision of the Tagansky Court of Moscow, with the messenger’s refusal to provide the FSB with the keys to decrypt users’ personal messages. 

For two years the RNA attempteddeprive Russians of access to the popular platform. The regulator blocked several million IP addresses, disrupted the work of state banks and large companies, and announced a “new system” to combat prohibited content. At the same time, the audience of the messaging service grew almost one and a half times immediately after the attacks by the authorities. 

All attempts by the authorities to ban service in the country,the location of the servers which is kept secret, failed. The authorities decided to use the messenger to their advantage, and the working week in the State Duma began with the registration of the bill to unblock Telegram. Deputies who submitted the document noted the “important social function” of the messenger and its role in informing citizens around the world about the situation with coronavirus.

Durov supported the initiative noting that more than two years ago the decision to block the resource was taken as part of the fight against terrorism, and since then the company has come a long way to overcome such threats and "has developed mechanisms that allowto prevent terrorist acts around the world."
