The State Duma in the first reading adopted a law on the creation of a database of information about citizens

The State Duma adopted in the first reading the bill “On a unified federal information resource containinginformation about the population of the Russian Federation. ” The document involves the creation of a single database of Russian citizens and individuals living in the country.

The database will include both general information (full name, dateand place of birth, gender and citizenship, TIN and others), and additional — for example, education, registration with tax authorities, marital status, etc.

Data will be transferred to the new system by various government agencies. Information about individuals will be in the system in the form of a record signed by the electronic signature of the authorized body.

The database operator will be the Federal Tax Service (FTS). It should also protect personal data.

If adopted, the law will enter into force on January 1, 2022.

Earlier this year, Russia entered into force the rules for identifying users of instant messengers by phone number and the ban on replenishing electronic wallets in cash.
