According to him, in the event that mining is recognized as a legal type of activity, electric retail organizations must organize the issuance of permits for the connection of energy-intensive equipment.

“If [miners] are denied, but they still connect, then they will be violating both the administrative and criminal codes. Illegal miners will have to be imprisoned, ”Lugovoi said.

As an additional regulatory measure, the deputy proposed to impose income tax on the mining of cryptocurrencies.

“They produced bitcoin - then they see whichrate, consider how much electricity was spent, what other costs were incurred (for salaries and other payments). Subtract all of this - you get a profit, ”he added.

In November, representatives of several ministries of the Russian Federation supported the initiative to recognize mining as a type of entrepreneurial activity.

The head of the State Duma Committee on the Financial Market, Anatoly Aksakov, proposed to separately prescribe the procedure for taxation of individuals and legal entities involved in the mining of cryptocurrencies.

The Ministry of Energy, in turn, ruled out the use of a preferential tariff for bitcoin miners. So far, the regions have to seek recalculations through the courts.

Previously, experts calculated that because of miners, household electricity consumption in a number of regions of the Russian Federation could already increase by 2.5 times this year.
