A document initiated by a group of deputies andSenators, headed by the Chairman of the State Duma Committee on the Financial Market Anatoly Aksakov, changes article 15-25 of the Code of Administrative Offenses, which will come into force on October 1, 2021.

The law introduces the responsibility of citizens forfailure to comply with the procedure for submitting reports on funds transfers without opening a bank account using electronic payment instruments provided by foreign payment service providers, and for violation of the deadlines for submitting such reports.
The obligation of residents to provide taxauthorities, information on money transfers using a foreign electronic wallet arises if the funds, account turnover for the year, exceeds the amount equivalent to 600 thousand rubles.
In December 2020, the State Duma adopted a law onthe obligations of Russians from July 1, 2021 to inform the tax authorities about money transfers using foreign electronic wallets, if the amount of such transactions exceeds 600 thousand rubles per year.
If you violate the deadlines for reporting the transfermoney, you may be issued a warning or an administrative fine depending on the number of days that violate the deadline for submitting the report. For the use of a foreign electronic wallet without reporting, a fine is provided from 20% to 40% of the amount of funds received on the wallet for the reporting period.
The law specifies that the punishment for committingof this offense, citizens working in entrepreneurial activities without forming a legal entity, as well as legal entities, provides for the possibility of imposing a fine in the amount of money transferred without opening a bank account using electronic means of payment provided by foreign payment service providers (now there is a fine in the amount of from 75% to 100% of the amount of an illegal currency transaction).
