Market news | Deputy Prime Minister Dmitry Chernyshenko signed a roadmap for regulating cryptocurrency transactions in Russia

  • By May 2022 - to work out the “attributes and functionality of the compliance control system for activitiesorganizers, operators and clients of p2p platforms (for transfers between individuals - RBC) and other systems, including virtual asset service providers.” The Ministry of Finance will deal with this.

  • By November - reschedule requirements.intergovernmental Financial Action Task Force (FATF) in terms of virtual assets into a system of “regulatory and restrictive measures” (rather than a ban).
  • By December, develop mechanisms for registration and reporting of organizations through which virtual assets are circulated in Russia.
  • Determine liability for crimesusing cryptocurrencies. Introduce administrative or criminal liability for evading the declaration of information about transactions with cryptocurrencies (the Ministry of Finance came up with such an initiative back in 2020). In addition, their use should become an aggravating circumstance in the commission of crimes related to the jurisdiction of the Investigative Committee.
  • Form a mechanism for verifying the accuracy of the information provided on the ownership of digital currencies.
  • Finalize the draft law on informing about the facts of owning digital currency and transactions with it.
  • Introduce administrative liability for the illegal circulation of digital financial assets and violation of the rules for transactions with them, as well as for organizing the illegal acceptance of digital currency.
  • Determine customer identification proceduredigital currency exchange operators. Market participants that fall under the requirements for combating money laundering and the financing of terrorism will have to send information about transactions with digital currencies to Rosfinmonitoring.
