Market News | A draft law has been submitted to the State Duma to ban the use of DFA and utilitarian digital rights as a means of payment on the territory of the Russian Federation

It is prohibited to transfer or accept digital financial assets as consideration fortransferred goods, performed works, rendered services, as well as in another way that allows to assume payment by a digital financial asset for goods (works, services)

The ban may be lifted in the presence of cases provided for by federal laws.

According to the current regulation, the listtransactions, the subject of which are digital assets, is open, while there is no direct prohibition on the use of DFA and DSM as a means of payment. The operator of the DFA exchange is obliged to refuse to ensure the conclusion of transactions with the DFA and DSM in case of violation of the established prohibitions.

The proposed bill also includes operatorsplatforms in which digital assets are issued to the subjects of the national payment system, introduces for them a nominal account regime, the beneficiaries of which are users of the electronic platform.
