Earlier, the Ministry of Finance advocated regulationcryptocurrencies, while the Bank of Russia proposed to ban them. As Moiseev noted, both departments agree with the inadmissibility of settlements in cryptocurrencies and will seek a compromise solution.
At the same time, the deputy minister expressed concerns aboutregarding the development of the decentralized finance industry. According to him, the main risks of DeFi are associated with the complete lack of control by the state. Because of this, additional threats arise in the areas of combating money laundering and terrorist financing, protecting consumers and controlling the emergence of financial bubbles.
“The advent of DeFi - it completely deprives it of theseleverage. All that we proposed in our concept was to buy cryptocurrency within the existing decentralized system, but this does not move us in any way towards the legalization of DeFi. DeFi is a different story.”— he said, adding that there is no clear understanding of the possibilities for regulating DeFi in the government yet.
