Question for crypto traders: How does Binance determine the maker and taker for a stop order?

Today I was looking through transactions in the Binance terminal and saw a strange thing: some of the stop orders are marked asmakers, some are like takers. I actually thought that stop orders would always be takers.

The two stop orders below are identical, but one is a maker and the other is a taker. The commissions are accordingly different.

Question: How do I know in advance whether an order will be a maker or a taker?
