Question for crypto traders: How does Binance determine the maker and taker for a stop order?

Today I was looking at trades in the Binance terminal and saw a strange thing: some of the stop orders are marked as makers, some as takers. I generally thought that stop orders would always be takers.

The two stop orders below are identical, but one is a maker and the other is a taker. Commissions are different.
